技术引进可以使引进方迅速取得成熟的先进技术成果，不必重复别人已作过的科学研究和试制工作。它是世界各国互相促进经济技术发展必不可少的重要途径。

中国正处在加速工业化和产业技术升级的重要阶段，一方面中国要进一步加大引进国外先进技术的力度，推动结构调整与优化；另一方面，中国又必须把提高自主创新能力放在更加突出的位置，以此作为推进经济结构调整的中心环节，加快建设中国特色的国家创新体系。这是当前发展中我们面临的双重选择。

改革开放以来，中国走上了一条通过引进国外先进技术加快产业结构调整和经济发展的捷径，从1999年到2003年，中国引进国外技术装备总额达到75亿美元，推动了国内产业结构的调整优化，提高了中国经济增长的质量。当前，中国经济进入一个新的成长阶段，产业结构面临整体升级的任务。毫无疑问，中国仍然要更加扩大开放，有效利用国内国外两种资源和两个市场，特别是大量利用全球技术资源，促进产业结构优化升级。在这方面，中国必须坚定不移。经济全球化促使技术资源的全球配置的空间进一步扩大，为中国利用国际技术资源提供了难得的条件，中国要利用好这一机会，在更深层次上引进技术，利用巨大的国内市场优势，扬弃“市场换技术战略”，推行“以竞争换技术战略”，着眼于互利双赢、竞争合作，进一步加强国际间的技术交流与合作。

The introduction of technology allows the importing party to quickly obtain mature and advanced technological results, without having to repeat the scientific research and trial production work that others have done. It is an indispensable and important way for countries in the world to promote each other's economic and technological development. 

China is in an important stage of accelerating industrialization and industrial technology upgrading. On the one hand, China must further increase the intensity of introducing advanced foreign technologies and promote structural adjustment and optimization; on the other hand, China must put the improvement of its independent innovation capabilities in a more prominent position, as the central link in promoting economic restructuring, and accelerate the construction of a national innovation system with Chinese characteristics. This is the double choice we face in the current development.

Since the reform and opening up, China has embarked on a shortcut to accelerate the adjustment of industrial structure and economic development by introducing advanced foreign technology. From 1999 to 2003, China imported foreign technology and equipment totaling 7.5 billion U.S. dollars, which promoted the adjustment and optimization of domestic industrial structure, improving the quality of China’s economic growth. At present, China's economy has entered a new stage of growth, and the industrial structure is facing the task of overall upgrading. Undoubtedly, China still needs to expand its opening up, effectively utilize both domestic and foreign resources and two markets, and in particular, make extensive use of global technological resources to promote the optimization and upgrading of its industrial structure. Economic globalization promotes the further expansion of the space for the global allocation of technological resources, and provides rare conditions for China to use international technological resources. China should make good use of this opportunity to introduce technology at a deeper level, take advantage of the huge domestic market, and discard " "Market for technology strategy" and "competition for technology strategy" are implemented, focusing on mutual benefit and win-win, competitive cooperation, and further strengthening international technical exchanges and cooperation.
